looking at the tender's requirements (agreement), I see some interesting questions:
The tenderer's translation experience must be equivalent to at least 2,000 standard pages in the language combination for which the bid is submitted, in at least one of the following scientific fields: medicine, veterinary medicine, pharmacy, pharmacology,
NOTE: 2,000 standard pages not 5,000!
So I suspect agencies strive to have more pages/translators (real or fake doesn't matter)... See more looking at the tender's requirements (agreement), I see some interesting questions:

A university degree or equivalent qualification evidenced by a degree in one of the following scientific fields: pharmacy, pharmacology, toxicology, biology, chemistry or biochemistry

The requirements are:

least 2,000 pages;
or
a first degree in tertiary education (such as a university degree or equivalent after

at least 3 years of full-time translation experience or having translated at
least 3,000 pages.
In addition there is a minimum annual capacity, which varies depending on the language combination (from 1000 pages per year to 30000 pages for some language pairs) and you need to provide details of the translator, reviser, reviewer and quality coordinator.
Basically, the requirements can only be fulfilled by an agency, I don´t see a group of freelance translators biding for this. ▲ Collapse

I see, but the matter doesn't change so much noting that some agencies consider the "pages" requirement linked to the "whole team" not to every "single translator"...
I don't know if this is regular (legal), but it changes the matter a lot

We are again at the same old topic: to have a paper or not to have a paper.
They also forget: if someone is doing something in a large quantity, it does not mean that she/he is good at it or the quality of his/her work is good. It just means he/she had the chance to do it (maybe because of low rates).
Also having a diploma or a certification in a given field other than linguistics does not mean that person is capable of translating. The opposite is true as well: if someone has a qualification in linguistics/translation, it does not mean that she/he is good at translating in some specific fields.
It seems they don't look for translators who provide the best proved quality in the given field, no.
All I can say: it is their problem...
Translators' capabilities, skills and so their translation qualities are very different, regardless of having papers or not.

There is a very good reason why some customers do not want to give references in medical translations.
I worked for a translation company for a half year, did about 10 highly medical projects (not small ones). They told me they were very satisfied with my work, and once they stopped sending me jobs. I asked a reference from them. They told me that only after many years of collaboration they might! give a reference. Meanwhile I saw that they gave feedbacks to other translators in other language pairs till last April or so. Then they stopped that.

They maybe want reassurance that you will be able to take on large volumes?
Translators who only work part-time, but are able to bill high, may not fit the bill for that reason.
However you look at it, anyone who doesn't put in a lot of work will be discriminated against.
I have reached the point where I have to either slack off a bit (roll on hols!) or gear up to start charging VAT (a can of worms for me, since I'm allergic to anything but the simplest of arithmetic).
Now I might consider it worth my while to work beyond the VAT threshold if I'm given a regular source of well-paid, interesting work, which could well be the case with the EU. And I'm pro-EU and would be proud to work for it.
But I'm not going to work more just to have more of a chance of getting work from them...

It is sad to realize that many translation agencies do not provide references to their translators. While it is not a duty, it is a basic business courtesy. Even a worker at McDonald's can get reference, if needed. Current relationships between translators and agencies are too secretive and clearly abusive. I believe that we are in need of strong professional association for translators to advocate for our interests. Currently I will just make a note to refuse to work for agencies that do not provide references.
In such environment, it makes even harder for end clients to trust any evidence provided by translation agencies. Therefore they might request more evidence than usually expected in similar tenders. It is even more complicated because we lack clear competence standards for medical translators and even experience is vaguely defined. ▲ Collapse

maybe, but the tender winner is never one translator; rather it is a language provider with many standard translators, so I cannot see any advantage for them to ask for this requirement
as a matter of fact, they always end to have the translations never made by the more experienced...
something that reflects itself in the usual low-quality of DGT translations
