concilium academicum/conlegium academicum

The former is more common, the latter better Latin. 'Collegium' is a slightly less classical spelling. Both mean 'board' or 'council' in this sense that you seek. 'Conlegium' also means 'college' but not in the academic sense. It was used of priesthoods which often consisted of a number of persons.

'Ex decreto concilii academici' is correct. 'Consilii' means 'counsel, advice, plan', not 'council, board'.

agree Ivo Volt : I think consilium _does_ also mean 'council' as in 'patrum consilium' for the senate, but concilium is probably better. I would go for 'collegium academicum'

Yes, it does occasionally, as, e.g., Cicero, Philippic 4, 6.14 and Livy 1.8.7, but I think that 'concilium' is more common.
