In ALC I see "earth vapor" and in the Koujien the definition of 地気 is given as 「大地の精気」, meaning some kind of air inside the earth, but what does this have to do with IT?? I am baffled as to why this appears in the middle of a bunch of software strings.
Would it just be "earth vapor output"?

After looking at this one, I think "no-voltage output" is what you're looking for. I found references to this meaning 無電圧接点. I found more references to "no-voltage inputs" than outputs, but it seems a reasonably safe leap.
This could be a reference to "Power over Ethernet" as described here:
