I rather feel that 'contraintes' is something of a 'faux ami' here; I don't believe that in this exact context, 'constraints' is the word one would naturally use.

As Julie says, a specific term exists, used in the UK for people obliged to work in place where the cost of living is unusually high (like London)
It isn't so much that you get paid a 'weighting allowance' for London working, as that your allowance is 'weighted' ('pondéré' in FR)
However, this refers to the allowance paid, so I think we're getting away slightly from Asker's context, which is referring to the 'local conditions' (presumably linked to local cost of living, etc.) that give rise to this specially-weighted allowance

: Though used perfectly correctly in your examples, the word doesn't sit very naturally in EN in Asker's specific given context; I don't think the literal translation works well here.

: Sorry, but 'restraints' isn't really appropriate here, and linking it to 'local lifestyle' takes one more along the road of bondage, handcuffs etc.!

I think conditions / circumstances are too vague and carry no negative impact that would need to be compensated for.
Constraint is transparent and both languages and used in similar contexts.

If this document is for UK or USA, I saw a "local allowance" apart from "expatriate allowance" in searches.
In India, we get extra allowance depending on the local conditions of the place of employment. It is higher for metropolitan cities and lower for other cities and lowest for villages etc. This allowance is called "Dearness Allowance" or "compensatory local allowance".
