Can anyone plz help me? I live in Vietnam and cannot register for Paypal here. Is there any other alternatives for this matter? Can I declare my local saving account? if yes, how to do it on Proz.com?

SWIFT is a direct money transfer (wire) from one bank account to another. You may need to open a foreign currency bank account and once you've done that make sure to obtain a SWIFT code.
MoneyBookers is becoming an increasingly popular on-line payment method but then again you'll need a SWIFT code to withdraw money into your bank account.
